E-Licensing for Import, Export Control Department

US Embassy to donate ‘Stratlink’ software

The Government has taken measures to introduce an E-Licence System to the Import and Export Control Department, Cabinet Spokesman and Mass Media Minister Dr. Bandula Gunawardena said. He was speaking at the weekly Cabinet media briefing held at the Government Information Department yesterday.

The number of licences issued by the Import and Export Control Department in a year is around 17,000.

This process is mostly done with human intervention and minimal use of technology. In order to minimize human intervention and make this process more efficient, it has become necessary to introduce Information Technology in the process.

It is planned to ensure transparency and efficiency by systematising the licensing process with the participation of regulatory agencies such as Sri Lanka Customs, Excise Department, Department of Motor Traffic, Sri Lanka Board of Investment, National Medicines Regulatory Authority and Sri Lanka Standards Institution.

The Export Control and Border Security Programme operating under the United States Embassy has agreed to provide the Information Technology Programme ‘STRATLINK’ worth US$ 280,000 along with the complete source code to the Import and Export Control Department as a donation.

Accordingly the Cabinet of Ministers approved the proposal presented by the President in his capacity as the Finance, Economic Stability and National Policies Minister to promptly implement the E-licence Programme in the Import and Export Control Department.
